The terrorist group claimed that a ‘soldier’ of the Islamic State was responsible for the attack, acting on the group’s orders to kill civilians of Western states.

This was announced through the unofficial ISIS news agency Amaq, which it regularly uses to claim responsibility for attacks. As in the case of previous attacks, the news agency cited “security sources” within the Islamic State as evidence. This is the third vehicular attack this year that the Islamic State has claimed, after Nice and the attack at Ohio State.
Predictably, the Islamic State doesn’t actually divulge whether the perpetrator was directly sent by them, or merely pledged allegiance to the group. We’ll keep you updated.
